Jim Ballard
A seasoned executive leader and accomplished team builder with expertise in the defense, intelligence, homeland security and civilian federal markets bringing more than 50 years of experience achieving superior results in a highly complex government services industry through innovative, team-oriented, and results-focused leadership.
Jim has a proven track record of success in leading and building enterprises that consistently exceeded financial goals and delivered double-digit, best-of-class growth and profit margin performance. Adept at turning organizations into collaborative, profitable, and growth-orientated top performers he led teams to win long-term, multi-hundred-million-dollar contracts for professional and infrastructure support services in the Department of Defense and several Civilian Federal agencies. Serving as COO of a privately held company with $57 million in annual revenues, the company was acquired by a publicly traded company, Perot Systems, to become their government services platform. As CEO of the new Perot Systems government business unit, the new division grew from $57 million to more than $650 million in annual revenues in 5 years. Jim’s expertise includes successfully directing more than fifteen sell side or buy side Mergers and Acquisitions ranging in Enterprise Value from $2M to $250M.
Jim served in many key leadership positions during his 24-year career in the United States Navy. Qualified in surface ships and submarines, his assignments included senior production and planning positions at the Naval Shipyards and Major Program Manager Command assignments in acquiring and maintaining the Navy’s attack and ballistic missile submarine fleet.
Jim received a Bachelor of Science degree in mechanical engineering from Rensselaer Polytechnic Institute and a Master of Science degree in mechanical engineering from the Naval Postgraduate School. He is a graduate of Executive Development Programs at the Kellogg School of Business at Northwestern University and the Harvard Business School.
